AFFORDABLE & WORKFORCE HOUSING FUND

Accelerating housing solutions for our community. The shortage of affordable and workforce housing is one of the most pressing challenges facing Whatcom County. The Affordable & Workforce Housing Impact Investment Fund is designed to help bring more housing options to market for low- and middle-income households.

How the Fund Works

The fund provides revolving loans, loan guarantees, and equity investments to help mission-aligned businesses and nonprofits grow and sustain their impact. Whether offering a bridge loan to a nonprofit waiting on reimbursable grant funding or investing in a local business committed to community well-being, this fund fills gaps that traditional financing often cannot.

Participation Options:

  • Philanthropic contributions
  • Donor Advised Fund (DAF) assets loaned to the fund
  • Direct investment with a financial return in the forthcoming Whatcom Invests in Stable Housing Fund
    (a below market rate investment with a 3 – 7 year term)

Types of Investments:

  • Direct loans and loan guarantees for affordable and workforce housing developers
  • Catalytic capital to lower borrowing costs and catalyze the development of new housing projects

Investment Timeline

Investments are typically made with a time horizon of 3 to 7 years, depending on the project.
